Someone said I should re-direct my question here
( http://answers.microsoft.com/en-us/windows/forum/windows_7-performance/very-high-cpu-usage-on-new-3570k/1006f9e1-7692-4d6e-8788-213842546269 ) being the pseudo original.
Basically I'm having a very severe "System Interrupt" issue where it's taking up 80-100(Usually 100%) of one of my cores, and it's all Interrupt. I've run Latency checkers which point to either atapi.sys (My HDD Drivers) or if I install Intel Rapid Storage, then it points to iastor.sys - It also points to HDAudBus even when all sound cards are disabled, and USBBus (Or Bususb, I forget the exact name of that one.)
I've tried hundreds of fixes I've found on forums but I can't seem to get it. One time, and I haven't been able to duplicate it, before I installed Rapid Storage drivers, I was able to manually "Uninstall" every IDE device in Device Manager and the comp usage went down to 0%, until of course Device Manager "Found New Hardware" 5 minutes later and re-added them. Upon original boot up after I put it together I also didn't have this huge core usage, so I don't believe it's hardware.
