App Can’t be Opened Using the Built-in Administrator Account with ADK

We do software performance testing with Microsoft ADK (specifically Windows Assessment Services) .... When you run an Assessment on a client from the ADK server, it requires that UAC be turned off in order for the assessment to run on Windows RS1 or higher (TH2 does not require this) ... but when you do that on a Windows 10 RS1 or Higher client, You cannot do App Performance testing as the Apps cannot start and give you the "Can’t be Opened Using the Built-in Administrator Account" error. 

I have tried the standard solutions to fix this but all of them require UAC to be turned on, which then stops the Assessments from running.... SO I have a dilema, How am I able to Run Apps like Edge, the MS Store, Grove, ect ... with UAC Turned off ... these are perfomance testing machines, not in production, and we are not concerned about security... we just want to be able to do App Performance testing with the Windows Assessment Services (ADK) Server. We are using the standard localadmin account that is built into ADK by default but again we cannot get around having to have UAC turned off in order for the assessments to run properly .... and then the Apps don't run. 

There has got to be a fix for this as I cannot understand why ADK would even exist if you cannot run App Assessments on RS1 or higher.... 

Anyone have any ideas?
