Streaming Xbox One to Windows 10

I know this seems like a stupid question, but when streaming Xbox One Games to Windows 10 do you need an Xbox One Console in order to do this? I don't want to have to spend 350 dollars on a piece of expensive hardware, especially since I'm running out of room for storing game consoles. I would rather purchase games and digitally stream them from Xbox Live rather than from a game console.
